Manual backfill

Paste a list of publication numbers (one per line) — e.g. US11795290B2, WO2019016560A1, EP3655464. Each is fetched from EPO OPS (biblio & claims where available) and stored in pw_patents. Use this to load the known prior art OMP's FTO already reviewed — it becomes the validation set for the scoring engine (Phase 3).
